UNIVERSITY OF SOUTH CAROLINA, UPSTATE

The new Health Education Complex for the University of South Carolina Upstate is a state-of-the-art facility for the Nursing, Wellness and Physical Education programs. The facility includes laboratories, human simulator labs, evaluation rooms, critical care labs, nursing computer labs, an audio/visual learning center, classrooms, basketball and racquetball courts, swimming facilities with an indoor track, a bookstore and various support spaces. The project was submitted for a LEED Silver rating.

A central plant supplies chilled and hot water for cooling and heating the building. Central station air handling units supply cold air to VAV boxes throughout the building. Hot water coils in the VAV boxes provide heating for the spaces, as well as reheat for humidity control. A heat recovery unit recovers heat from the exhaust systems to precondition the outside air to the building. The basketball courts, racquetball courts, gym and swimming pool are conditioned with constant volume units with chilled and hot water reheat coils. Compressed air and vacuum are provided for the simulation labs.

KLG Jones provided complete commissioning services in support of the LEED prerequisite and the enhanced commissioning point. Services include DD and CD design reviews, commissioning specifications, commissioning plan, pre-commissioning checklists, construction inspection, functional performance testing, owner training, warranty walkthrough and a re-commissioning manual.

In 2001 the School District of Greenville County, South Carolina, decided to undertake a massive one billion dollar building program to replace or renovate over sixty schools district wide. The program called for construction to begin in 2002 with final completion of all schools in the fall of 2006. Due to the size of the program, limited maintenance resources within the district and a long history of taking ownership of new buildings that didn’t function as designed, the school district, the program manager and institutional resources decided to fully commission the mechanical, electrical and plumbing (MEP) systems on all of the projects.

KLG Jones was selected to provide commissioning services starting in the spring of 2003. The first task was to help the Greenville County School District (GCSD) achieve consistency in design and ensure conformance with the design guidelines through design reviews at the schematic, design development and construction document phases. KLG Jones made monthly commissioning visits to each job site during construction to review the work in progress and to monitor compliance with the contract documents. The commissioning teams prepared pre-commissioning check lists and functional performance tests for all of the installed equipment. Prior to functional testing, the systems were balanced and the test and balance reports were validated thought random sampling techniques. After completion of the functional testing, the commissioning agents organized the entire owner training, which was videotaped for future reference by the GCSD. The final reports were scanned to CDs along with drawings, O&M manuals, T&B reports and shop drawings. The files will be loaded on the school district servers so that maintenance data can be accessed by computers from anywhere in the district.
